REACH Mission and Values

The REACH Program of Evergreen Treatment Services works with individuals experiencing homelessness and behavioral health conditions to help them achieve stability and improved quality of life. Through outreach, relationships, advocacy and bridging gaps, REACH focuses on reducing harm and supporting healing. REACH provides outreach-based care coordination, multidisciplinary clinical services, and support to access and maintain housing. All services are based in principles of harm reduction that offer respect and dignity to individuals moving through stages of change in their lives.

REACH incorporates a racial equity lens that includes naming the impact and actively dismantling systems of oppression rooted in White Supremacy, while addressing the root causes perpetuating historical trauma and immense suffering in individuals’ lives. We are committed to building a robust behavioral health response that diverts people away from jail by rebuilding community and providing services to ensure those presently marginalized aren’t just surviving, but able to thrive.

REACH offers an array of services ranging from survival support provided where folks are living outside to linkages to essential resources such as housing, assistance to resolve legal issues, health care, entitlements and easily accessible treatment for substance use disorders and mental health conditions.

Job Functions

REACH and ETS Organizational and Strategic Leadership

Racial Equity Analysis—focused on the history of displacement, extreme poverty, impacts of the “war on drugs” in BIPOC/Poor Communities.
Contributes to REACH and ETS organization-wide strategic planning, implementation and review processes
Overall ETS/REACH systems coordination with program infrastructure and departmental collaboration to improve cohesion, service delivery and funding through the entire organization. (build more fluidity and collaboration)
Actively participates in ETS Directors Council
Leads and supports efforts to advance racial equity and inclusion both within ETS and in the communities in which REACH operates
Collaborates with all senior leaders to facilitate, optimize and maximize organizational capacity and impact
Models communication leadership by being accessible, approachable, transparent and proactive in managing communications with clients, staff and external partners and stakeholders

REACH Strategy Development

Visioning new approaches to effective programming models focused on eliminating systems barriers in serving unhoused/criminally involved communities impacted by the war on drugs/extreme poverty
Strategic planning including assessing readiness and capacity for growth.
Developing strategies for Political and Human Services Coordination
Collaborates with REACH Directors to develop strategic recommendations aimed at deepening the impact of REACH services and advocacy.
Works collaboratively with REACH Directors of Community Justice, Integrated Care, and Housing departments to improve communication, coordination, efficiency and effectiveness of all program services.
Identifies system gaps and advocates for system improvements
Explores opportunities for the strategic growth of REACH services
High level Stakeholder relationship development and management (ex. Contract monitors, elected officials, REACH, & partner organizations, etc.)
Communications/public relations/media
Succession planning/leadership development

REACH Outreach Operations and Outcomes

Direct Supervision of Regional Outreach Managers and certain key outreach department positions
Oversee and support system coordination efforts including city and county departments involved in trash mitigation, hygiene support, community centers, etc.
Crisis response coordination
Special projects coordination
Integrated systems planning and program coordination centering racial equity and effective clinical services to positively impact the intersections of race, class, gender, substance abuse and the impact of oppressive systems within BIPOC and poor communities.
All things Outreach—programs and service delivery related to REACH clients living unhoused, prioritizing those experiencing severe behavioral health conditions who are impacted by oppressive systems, poverty, and substance use.
Provides sound operational oversight to REACH Outreach programs
Clinical Consultation for REACH Leadership team and high-profile client cases
Continually designs, develops and implements a data driven approach to REACH Outreach operations including key performance indicator dashboards, performance reporting and annual client and program outcomes
Assists in the development of REACH policies and procedures
Helps design and support operational innovation and integration initiatives to include whole person care, evidence-based and promising practices within a harm reduction framework
Partners with REACH executive leadership and other REACH directors to ensure application of sound fiscal practices and efficient use of funds.
Builds, manages and reports out on REACH Outreach budgets and finances
Acts responsibly as a good steward of organizational resources.
Quality Improvement, Compliance & Risk Management
Continuous service quality improvements focused on outreach and engagement of people living unhoused, prioritizing those experiencing multiple barriers to accessing care
Risk management responsibility (staff safety, brand damage)
Data driven decision-making
Oversees and ensures departmental compliance with applicable laws and regulations (e.g., internal audits, external audits, HIPAA and 42CFR adherence, etc.)
Supports and sponsors quality improvement processes and initiatives to improve REACH Outreach services performance
Manages risk by continually analyzing client and employee safety data (e.g., workplace injuries, etc.), regularly consulting with data management personnel, and ensuring thorough adherence to critical incident policies and procedures
Reviews and ensures timely response to all client and employee grievances
Leads and/or supports the design, development and implementation of staff learning and professional development opportunities

The work environment is deadline orientated, dynamic, fast-paced and one must be able to quickly adapt to a continually evolving landscape and thrive in and autonomous role, yet intentionally seek to bring others along for the sake of full transparency and stakeholder buy-in. Requirements

Education

Master’s degree preferred, undergraduate degree required. Relevant experience may be considered as a substitute for some requirements
Experience

A minimum of seven years’ experience in work related to social work and/or outreach programs. Experience providing services to individuals with substance use disorders from a harm reduction perspective is essential.
Experience with case management and substance use disorder treatment preferred. Five supervisory experience (or equivalent) required.
Competency in clinical supervision required.
Knowledge Requirements

Computer literate, with basic knowledge of Microsoft Office Suite, as well as a high level of initiative in keeping current with technological change.
Ability to prioritize workload and activities of self and complete tasks in a timely and efficient manner.
Dependable, able to work under pressure, receptive to change, willingness to learn, cooperative approach to problem solving.
Ability to establish and maintain effective working relationships with staff, clients, and outside contacts from a wide variety of ethnic, socioeconomic and cultural backgrounds; good diplomatic skills.
Must be able to pass a comprehensive criminal background check.
Flexible team player.
Excellent attention to detail.
Ability to work very independently and seek supervision when appropriate.
Valid Driver’s license and documented good driving record preferred.

Language Skills

Ability to read and interpret general business correspondence, policies and procedures, referral information, financial documentation and applicable government regulations.
Ability to write business letters, uncomplicated reports, instructions and procedures. Ability to present information effectively and respond to questions from clients, staff, referral sources and the general public.

Mathematical Skills and Reasoning Ability

Thorough knowledge of and ability to apply business arithmetic skills accurately and rapidly.

Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization may be limited. Ability to interpret a variety of instructions furnished in written, oral, schedule or diagram format.
Basic math skills.

Physical Requirements

The employee is regularly required to sit; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms and talk or hear; frequently required to stand, walk and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.
