A person who has enough technical know-how so that one can pitch a preliminary solution to client while also keeping in mind the practical possibility of that solution. We pitch IT projects on Upwork.com and this position may require pitching at odd times. (aligned with Australian Time Zone)

Your strongest skill is the ability to understand the client's requirement and provide them with a practically possible solution.
