At the American Bar Association Commission on Immigration, I helped lead a team that reported on the mistreatment of immigration detainees at Rappahannock Regional Jail. Our team gathered data through a direct visit to the facility which included detainee interviews, staff interviews, and personal observations.We found that this facility failed to adhere to the National Detention Standards in multiple areas, including an inadequate legal library, ineffective medical care and procedures, and improper disciplinary and grievance policies. After gathering the data, I assisted attorney Robert Lang in drafting a report which highlighted the facility's deviation from the standards. I helped present the report at a meeting with government officials at Immigration and Customs Enforcement HQ in Washington, DC. Several months later, ICE accepted the findings of our report, and closed Rappahannock Regional Jail's immigration detention program, transferring the detainees to proper facilities.
