All school districts in California are required by law (Ed Code section 38130) to make school facilities and fields available to public groups for acceptable uses. A broad range of activities are described as acceptable use including scouting organizations, sports leagues, religious activities, public discourse, and more. The law gives limited responsibility to school districts to come up with policies and procedures that people can follow to gain access to the facilities.

Civic Permits is complete web-based, or “cloud” based, software-as-a-service (SaaS) application that automates the facility use permit process for school districts. When a district subscribes to the service, outside groups can register with the service and request the use of school facilities made available at the district. Requests are then routed electronically through a district defined approval process and when approved the outside groups can print their permit.
